Terms of Use
Last updated: October 18, 2026 · Effective: October 18, 2026
These terms are the agreement between you and Godfrey Zubiaga, an individual developer in the Philippines ("we", "us"), for using the Pass the CSE app and this website. By using Pass the CSE you agree to them. If you don't agree, please don't use the app.
What Pass the CSE is
Pass the CSE is a practice reviewer for the Philippine Civil Service Exam, Professional and Subprofessional levels. It offers practice questions with explanations, timed sets, mock exams and a readiness score.
Pass the CSE is an independent reviewer. It is not affiliated with or endorsed by the Civil Service Commission. For official exam schedules, requirements and results, always check the Civil Service Commission directly.
Who can use it
You must be at least 13 years old to use Pass the CSE. If you're a minor under Philippine law, you need a parent's or guardian's consent to use the app and to make a purchase.
Your account
The free sampler works without an account. To unlock the full reviewer, you sign in with Google, Sign in with Apple, or a link sent to your email. Keep access to that sign-in method secure. You're responsible for what happens under your account. Tell us at [email protected] if you think someone else is using it.
You can delete your account at any time (see Support). How we handle your data is explained in our Privacy Policy.
The one-time unlock
- The first 50 questions (the sampler) are free.
- The full reviewer is unlocked by a single in-app purchase of ₱249 (or the nearest price your store offers in your currency), or by a single ₱249 payment on our website with QR Ph. It is a one-time, non-consumable digital purchase. It is not a subscription and never renews or charges you again.
- In-app purchases are made through the Apple App Store or Google Play and are subject to their terms. Web payments are processed by PayMongo through QR Ph and paid from your GCash, Maya or bank app. In both cases they process the payment; we never receive your payment details.
- The unlock is tied to your Pass the CSE account and to the store account you bought it with. Sign in with the same account, or use Restore purchases, to get it back on a new phone.
- The unlock is for your personal use. Please don't share, resell or transfer it.
- The unlock includes the question bank as we update it over time. We may add, fix, improve or retire individual questions, sections or features. We won't take away the core reviewer you paid for without a good reason, such as a legal requirement.
Refunds
Web purchases (QR Ph): if you change your mind within 3 days of paying, we'll refund the full ₱249, no questions asked. Your receipt email says how to ask for it. The refund goes back to the account you paid from, and the unlock is removed.
App Store and Google Play purchases: because these are processed by Apple or Google, refunds are handled by them under their own refund policies. You can request one through the App Store (reportaproblem.apple.com) or Google Play (your order history). If a refund is granted, the unlock is removed from your account. If you were charged twice by mistake, email us and we'll help you sort it out.
About the content
- All questions, answers and explanations are written and reviewed by us for practice. They are not actual Civil Service Exam items and are not taken from actual or leaked exam material.
- The readiness score is an estimate based on your answers in the app. It is a study guide, not a prediction of your official result.
- Pass the CSE does not guarantee that you will pass the Civil Service Exam or any other test. Your result depends on many things outside the app.
- We work to keep every question accurate, and you can report a mistake on any question. Still, errors can happen. If an answer looks wrong to you, please report it.
Acceptable use
Please use Pass the CSE for your own review. You agree not to:
- Copy, scrape, publish, sell or redistribute the questions, explanations or other content, in whole or in part.
- Reverse engineer the app, get around the unlock, or access the content without paying.
- Interfere with or overload our servers, or try to access other people's accounts or data.
- Send false, abusive or spam reports.
- Use the app for anything unlawful.
If you break these rules, we may suspend or close your account. Where the breach involves getting around payment, this can be without a refund.
Ownership
The app, its questions, explanations, design and Pip the red panda belong to us. Buying the unlock gives you a personal, non-transferable license to use the app and its content for your own review. It doesn't transfer ownership of anything.
Availability
Most of the app works offline. Sign-in, syncing, purchases and question updates need an internet connection and our server. We aim to keep these running, but we can't promise the service will always be available or free of errors. We may take it down briefly for maintenance.
Limitation of liability
Pass the CSE is provided "as is". To the extent Philippine law allows, we are not liable for indirect or consequential losses, including a failed exam, a missed job opportunity, or lost study data. Our total liability to you for any claim about the app is limited to the amount you paid for the unlock. Nothing in these terms limits rights you have under Philippine consumer protection law that cannot be waived.
Changes to these terms
We may update these terms as the app changes. We'll post the new version here and change the "Last updated" date. For significant changes we'll also tell you in the app or by email. If you keep using Pass the CSE after a change takes effect, the new terms apply.
Governing law
These terms are governed by the laws of the Republic of the Philippines. Before going to court, please email us first. Most problems can be fixed quickly that way.
